Harness natural resources to be self reliant, says Pema
KALAKTANG, Nov 11: The Chief Minister said that state must develop its own mechanism to become self reliant. He said this while laying the foundation stone of 24 MW Dikshi Hydro Electric Project near Rupa in West Kameng district on Friday.
"It is not wise to plead Government of India with a begging bowl for development funds always. We must develop our own mechanism for self sustenance," said Chief Minister Pema Khandu.
He said that state's enormous potential in hydropower, tourism, horticulture, minerals, agro-industries, etc. which if rightly and holistically harnessed would uplift the economic condition of the state and its people manifold.
Pema , meanwhile, reiterated that hydro power development will not be imposed on the people. General consensus will be taken on the pros and cons of any project with special focus on environmental and cultural impact, he said.
Although the foundation stone of 24 MW Dikshi HEP undertaken by Devi Energy Private Ltd was laid on Friday, the work on the project is already in full swing and is slated to be completed by last part of 2017.
If the project is commissioned as per schedule, it will be the first HEP developed by a private developer in the state.
Khandu while appreciating Devi Energy said that the firm has set an example for others to emulate.
"The quality of work undertaken is of optimum level and the pace in which the construction is progressing, I am sure this project will see the light of day before scheduled date," Pema observed.
On request for developing another project in the downstream for 18 MW by Devi Energy, CM agreed to consider the proposal as a special case. He also assured to look into few other issues raised by the developer.
Earlier in the day, the Chief Minister while addressing a public gathering at Rupa called for team work to address development issues. He categorically asked all to shed away differences and work in unison to bring in real development in the area. He lauded the Shertukpens for bringing in a revolution in horticulture and education sector and upholding the rich cultural heritage of the area. He exhorted young to adopt the rich heritage for its preservation.
While responding to various memorandums, Pema assured to upgrade Rupa SDO Headquarter to ADC Independent Hq and also provide funds for infrastructure development. He also assured to impress upon the central government for a sports stadium at Rupa.
In his speech, Arunachal State Assembly Speaker T N Thongdok, who is the local MLA endorsed the memorandum submitted by general public and requested CM to look into the grievances on positive note.
Hydropower Parliamentary Secretary Phosum Khimhun pitched for development of Hydro power for sustenance. He revealed that the state government under the leadership of Chief Minister Pema Khandu has adopted a holistic approach towards Hydro Power to make it a reality in the state. Suitable policy and mechanism are being put in place to address the dissents if any during the execution.
MLA Japu Deru also spoke on the occasion.
Enroute to Kalaktang from Rupa, the CM and his entourage were accorded traditional welcome at Mukuthing, Membachur, Dikchipam, Mandala Phudung, Morphing, Domkho, Sanglem, Shergaon, Tenzingaon, Kamalangchen, Shamphung and Kalaktang villages. He also visited Taksang Gonpa at Shamphung village.
The CM accompanied by Speaker, Parliamentary Secretary Hydro Power Phosum Khimhun, Parliamentary Secretary PHED Kumsi Sidisow and Bomdila MLA Japu Deru are on a two-day tour of Rupa and Kalaktang. (PRO, CM)
IRBN personnel found dead with service rifle

ITANAGAR, Nov 11: An IRBN personnel identified as Ajit Sono of the fourth IRBN hailing from Liyang Village under Bameng circle of East Kameng district was found dead near dumping ground at Sinking Zone between Nirjuli and Karsingsa on Friday morning, said police.
Police source claimed that prima-facie suggested that Ajit has taken his life with his service rifle (SG553) Swiss Rifle.
His service rifle, mobile phone and other belonging were reportedly found strewn at the place of occurrence and a suicide note was also found, police said while adding that all possible angles are being investigated to unearth the reason behind the death. The body was later brought to Tomo Riba State Hospital Naharlagun for post mortem.
Police further informed that late Ajit was attached with Special Task Force (STF) in PTC Banderdewa and was deployed at Itanagar Police Station on 9th July. After the duty, he did not report back to PTC Banderdewa.
The commanding officer of PTC had filed a missing report with Banderdewa Police Station on Thursday evening when Ajit did not turn up for work, police said.
An unnatural death case is registered with Police Station Banderdewa with case no 7/16 U/S 174 CrPC, police informed.
Minister asks Health Dept to investigate deaths
ITANAGAR, Nov 11: Health Minister Jomde Kena asked the Director of Health Services to conduct a thorough investigation into the reported deaths in Khasa village of Londging district.
The health minister, who held an emergency meeting on Friday afternoon following reported deaths as informed by Education Minister Honchun Ngandam, instructed the District Medical Officer (i/c) of Longding to rush a medical team to village with sufficient medicines and investigate the cases.
DHS Dr. Moji Jini further instructed the DMO (in-charge) to submit the report of the investigation by November 12 so that further interventions can be taken.
The meeting held in the office chamber of the Health Minister at 4 pm was also attended by the Education Minister and State Epidemiologist Dr. Lobsang Jampa.
Vice-Chancellor stresses on expansion of higher education
ITANAGAR, Nov 11: Rajiv Gandhi University (RGU), Vice-Chancellor, Prof. Tamo Mibang said that most of the colleges and universities in India lack even the basic criteria for accreditation by the NAAC-UGC and pointed out that it is highly essential to expand higher education in India before talking about global ranking.
He was addressing a day-long workshop themed 'Research and innovation: A Catalyst for Growth of a University' organized by the Internal Quality Assurance Cell (IQAC) of RGU here on Friday.
With the research and innovation output becoming the benchmark for accessing the growth and development of a university, Prof. Mibang further called for special focus on quality research and innovations.
Prof. Arun Chattopadhyay from IIT Guwahati in his address reflected that tapping of human resources is a primary aspect for inducing development and further asserted that quality works based on science and technology play vital roles in overall societal growth.
Prof. Hiranya K Nath of Sam Houston State University, Texas, USA also emphasized that India being a highly resourceful country in terms of human resource need proper focus on quality education at higher level which will further pave the way for boosting the economic growth of the country.
Earlier, Director IQAC-RGU, Prof. Amitava Mitra advocated that quality education is connected to research and innovation armed with proper public funding, infrastructure facilities and human potentialities.
Later, in the technical session a panel discussion was held with Director of College Development Council, RGU, Prof. AK Das as panel moderator along with panelists Chief Vigilance Officer, RGU, Prof. Tomo Riba, Dean Faculty of Life Sciences, Prof. Jharna Chakravorty, Director of Arunachal Institute of Tribal Studies, Dr. S. Simon John and head of Computer Science and Engineering department, Ani Taggu on various aspects to improve the environment for quality research and innovations in the university.
Among others, RGU Registrar Prof. Rachob Taba, NERIST Registrar Dr. RP Bhattacharjee, representative of Higher and Technical Education department, Dr. AI Singh, deans of faculties, heads of departments, officers of the university, faculty members and research scholars of RGU attended the workshop.
Demolition drive against illegal constructions
PALIN, Nov 11: Acting tough against illegal and unauthorized construction, Kra Daadi district administration carried out demolition drive at Palin town on Friday.
The drive was carried out under Arunachal Pradesh Public Premises (Eviction of Unauthorized Occupants) Act 2003. Unauthorized RCC structures and kutcha huts were dismantled during the drive.
The public are directed to remove their illegal structures falling within the Right of Way (ROW) of the existing main road (15Mt from the centre of the road) and sector road (6 mtrs from the centre of the road) before the second phase of the drive.

Notes scrapping create panic like situation in Daporijo

DAPORIJO, Nov 11: Like elsewhere in the country, the scrapping of old notes of Rs.500 and Rs.1000 has created a panic like situation in Daporijo.
Long queues could be seen in the bank premises to exchange their old notes after government scrapped Rs 500 and Rs1000 notes two days ago. People were seen standing in queue from early morning to make sure that their old notes are exchanged. Security has been tightened to ensure safety and security at the banks.
With the business community refusing to accept the old notes after its demonetization, public are facing lots of problem in buying their day to day essentials as majority of them have not been able to exchange their old notes due to unprecedented rush in bank counters.
Shortage of currency notes of smaller denominations has also hit the public as well the shopkeepers hard.
However, public whole-heartedly welcomed the government's move to replace the old notes with new ones, saying that their inconvenience for few days is nothing when it comes to greater interest of the country and its people.
SBI asked to issue notes of lower denomination
ITANAGAR, Nov 11: Changlang Town Trade & Commerce Association, in a representation, has appealed the Branch Manager of SBI, Changlang to take urgent steps to circulate bills of lower denomination from Rs.10-Rs. 100 to cater to the pressing needs for business transactions.
In its representation, the association stated that though new notes of higher denomination are being issued, non-availability of notes of lower denomination is creating problem to both customers and business community affecting their day to day business.
Any further delay in issuing notes of lower denomination might worsen the situation which may compel the CTTCA to shut the market indefinitely, it said.
'No inauguration until issues settled'
ITANAGAR, Nov 11: Claiming that the Liromoba Hydel Project (2X1) MW in West Siang is proposed to be inaugurated by Union Minister Kiren Rijiju on November 15, Galo Students' Union (GSU) sought the intervention of the State Government to stop the proposed programme until all the pending cases and issues involving the hydel projects were settled.
Opposing strongly to the proposed inauguration of the hydel project sanctioned two and half years ago, GSU in a representation to the Chief Secretary, stated that a case is still pending at Supreme Court against M/s Subash Project and Marketing Pvt. Ltd (SPML), to whom the project was awarded. Besides, the project is still under CBI scanner and test run is still to be conducted, it said.
Apart from this, the project got no formal approval from the State Government, the GSU representation claimed.
Stating that Rijiju might not be aware of these facts, GSU appealed to the Chief Secretary to apprise the union minister regarding the status of the project and also instruct the concern department to cancel the proposed programme.
AKDDSU to go for democratic movement

ITANAGAR, Nov 11: Frustrated with non response of the state government, All Kra Daadi District Students' Union (AKDDSU) has decided to go for rigorous democratic movement after November 23 next.
Addressing press persons at Press Club on Friday, AKDDSU president Gora Rikam Bhai said that the 15 days time served to the chief secretary ended on Friday with no response from the state government's side.
The union has been demanding suspension of Kra Daai DC, DMO and director of health services alleging their involvement in the alleged illegal recruitment of 11 MTS/MPW during the month of August and SIT enquiry to investigate the case.
AKDDSU president alleged that the posts were equally divided between MLAs Takam Pario and Markio Tado to recruit their candidates.
"If you go on and recruit people illegally, what will happen to the many educated unemployed youths of the district" he questioned.
He said that the union will never compromise with its issue and will not come forward for the talk until and unless the officers are suspended.
"BJP claims itself to be against corruption, but why is our fight against corruption going unheard" he asks.
Holy Relics of Lord Buddha installed at Golden Pagoda

Namsai, Nov 11: A Buddhist delegation from Thailand arrived here at the Golden Pagoda in Namsai district with the Holy Relics of Lord Buddha and installed it at the pagoda in presence of monks and devotees. With this development, Golden Pagoda becomes the first centre to house the Buddha's original relics in Arunachal Pradesh. This has been achieved with the initiative of Deputy Chief Minister Chowna Mein.
A twenty-six member Thai delegation including three monks were accorded a traditional welcome at the pagoda by the Tai Khamti Heritage and Literature Society. Two of the monks Rev. Saddadhiko and Rev.Dhammadipo are renowned practitioners and propagators of a form of meditation known as 'Citahanupasina' or 'Mindfulness'. Rev.Dhammadipo runs a centre by the name of Bam Wang Muang Mind Development Centre to teach the mind development meditation. The two reverend monks also held a brief session of their mind development meditation after the installation of the holy relics. The delegation has also gifted the Golden Pagoda, an image of Lord Buddha called Por Bpor Ror which was conceptualized and designed by King Rama the Ninth and hence also regarded as the symbol of the king.
The delegation will remain at the Pagoda till Nov15 as they will participate in the Kathina Cicada Dana, robe offering ceremony.
Arunachal urged to adopt Nagri script
RONO HILLS, Nov 11: The 49th all India Nagri Lipi Sammelan unanimously resolved to urge the Government of Arunachal Pradesh to adopt Nagri script as the script of numerous local dialects.
This would facilitate the Arunachalees to become indivisible part of national mainstream and deter China from claiming Arunachal as its own, said Nagri Lipi Parishad (NLP) president Dr Paramananada Panchal.
Terming Nagri as the most ancient but scientific, International Hindi Council president Birendra Kumar Yadav said that its acceptability will be easier as Arunachal Pradesh is officially best Hindi speaking state among all non-Hindi speaking states in India.
The Nagri Lipi would serve as a platform to popularize rich Arunachalee folk tales and lore, said NLP secretary general Dr Hari Singh Pal.
The trio arrived here on Thursday to attend two-day 49th all India Nagri Lipi Sammelan which concluded at RGU on Friday.
Vinoba Nagri Award was conferred on Patna-based Jagdambi Prasad Yadav Memorial Foundation to mark the occasion. Foundation chairman Birendra Kumar Yadav received the award comprising a cash Rs 15,000, citation, mementoes and literatures. The trio lauded Arunachal NLP state convenor Dr Joram Aniya Tana for her continuous endeavors to promote and popularize Nagri script among Arunachalees.
DA removes unwanted posters, banners and hoardings
AALO, Nov 11: In an attempt to keep Aalo town clean and tidy, three-day long exercise was carried out under the supervision of EAC Judicial Kiran Ningo at Puak Gumin point, Boken Market area and other areas to remove indiscriminate installation of hoardings, posters, pamphlets etc in electrical poles, trees, office walls, and other govt. properties.
Later, magistrate and his team urged general public, NGOs, private schools, students and organizations that they have to work together to keep the town clean.
To regulate indiscriminate installation of hoardings and posters, the District Magistrate promulgated an order recently wherein any intending groups willing to put up posters/banners are to obtain written permission from the authority.
Anyone found violating the order shall be henceforth be booked U/S 188 CrPC and defacement laws, the order further reads. (DIPRO)
Two drug peddlers nabbed
AALO, Nov 11: Two drug peddlers were arrested with Brown Sugar by Aalo Police from Police Colony here.
Acting on tip off, Aalo Police led by Sub-Inspector T Gadi under the supervision of West Siang Superintendent of Police Mari Riba arrested Rustom Dolley (33) and Karnya Basar (31) and seized 10 gm of Brown Sugar from their possession.
The two drug peddlers, reportedly who came to Aalo from Pasighat, have been detained in police custody and a case has been registered under appropriate sections of law.
The police are interrogating the peddlers to get more clues on such trafficking in the district. DIPRO

The decision to re-celebrate PPWF was taken by Nampong MLA Laisam Simai during a meeting with local public, youth and HoDs held at the ADC Conference hall, here on Friday.
Disclosing the reason of not celebrating PPWF earlier, Simai said, 'Due to political turmoil and fund constraint, we had to cancel the idea for the last two years'. Simai further appealed to all the people to contribute in the success of PPWF 2017 by keeping aside political differences. Instead of building wall, we should take advantage of the situation to showcase our culture and tradition to the world in a better way, he added.
Field day programme-cum-harvesting organized
ITANAGAR, Nov 11: A field day-cum-ceremonial harvesting programme themed 'Farm mechanization and drudgery reduction' was jointly organized by the Krishi Vigyan Kendra, Papum Pare, Department of Animal Husbandry, Veterinary & Dairy Development, GoAP in collaboration with NERIST Department of Agriculture at KVK farm Karsingsa on Wednesday.
During the programme new farming technologies like, manually operated paddy threshers, motor operated paddy threshers, modified sickle for safety and maize sheller were demonstrated to farmers by a team of resource persons from NERIST led by Assistant Professor, NERIST, Dr. AK Pranab.
Later a meeting was also conducted wherein SMS (Agronomy)-cum-programme coordinator incharge, Tadang Meena stressed the need for adopting new techniques for better crop production.

Contractors meet Rijiju
ITANAGAR, Nov 11: A joint delegation of All Arunachal Contractors Welfare Association and members All Arunachal BSNL Contractors Welfare Association met Union Minister Kiren Rijiju in New Delhi and discussed on execution of various developmental works under BSNL in Arunachal Pradesh.
The delegation opposed direct tendering process of any developmental works in Arunachal at central level. They said that the system directly deprive the local contractors as they can't compete at national level with big companies. They also urged Rijiju to improve telecommunication facilities in interior areas of Arunachal Pradesh.
According to AACWA, Rijiju assured the delegation to extend all possible help to redress their grievances.
Yomcha ZPM Yiyom Yomcha and IMC councilor Kabak Taka were also part of the delegation.
GHSS secures 1st position in Governor's quiz competition
TEZU, Nov 11: Government Higher Secondary School Tezu secured the first position in Lohit district level Governor's GK Quiz and Trophy Competition 2016. Government Secondary School Yealiang and Government Secondary School Tezu secured the second and third positions respectively in the competition.
The competition was organized by Joseph Pertin, BEO Tezu on behalf of DDSE Lohit at BRC Training Building, recently.

NAMSAI, Nov 11: The Krishi Vigyan Kendra, Lohit under ICAR-NRC on Yak as part of National Food Security Mission, distributed good quality maize seeds and pheromone traps etc, to the farmers of a total of 7 villages in Namsai.
Horticulture SMS, Ph. Chandramoni Singh and Project Coordinator Incharge, Dr. Debasis Sasmal also imparted training on maize cultivation to the farmers.
Pasighat businessman dies at 91
PASIGHAT, Nov 11: One of the oldest businessmen in Pasighat town, Bagwan Dutt Tiwari died aged 91 years at General Hospital, Pasighat on Friday at around 2.30 am.
Late Tiwari, son of late Kapil Deo Tiwari and Parajewta Tiwari, who originally hailed from Utter Pradesh, is said to have come to Pasighat in 1949.
Expressing profound grief and sorrow over death of the veteran businessman, local MLA Kaling Moyong in a condolence message described Tiwari as one of the business pioneers in Pasighat, who had been running business in the oldest town of the state since 1950.
Hunting, fishing and use of pesticide banned
ITANAGAR, Nov 11: In a meeting convened under the chairmanship of ZPM Neelam Mangha and attended by Circle Officer, Dakli Gara, all PRI leaders and general public at Deed, Lower Subansiri district on Tuesday last, it was decided to completely ban use of pesticide, weedicide and other harmful chemical in agricultural farms besides, fishing and hunting to maintain ecological balance.
The house further appealed to the state government not to extend the contract period with the society operating Deed PHC and further sought review of the land acquisition notification served by DC Lower Subansiri for Trans Arunachal Highway.
